In his speech at the 24th International Conference of the World’s Heads of Justice, Joel Leonardo said that these actions, currently underway in Angola, are the basis for the creation of an International Anti-Corruption Court with a view to good governance.
The proposal for the creation of this court, he explained, requires the need to establish a new independent jurisdictional paradigm, with international plenitude capable of responding to current challenges.
According to the judge, the creation of an International Anti-Corruption Court calls for a permanent dialogue of the world judiciary for a more comprehensive justice at the service of humanity.
Accordingly, it welcomed this initiative in view of the fact that such an important issue in the interest of the progress and development of all the peoples of the world is placed on the international judicial agenda.
He pointed out that the responsibilities of the courts in relation to the fundamental mission of promoting peace and social stability require joint actions for the protection of essential values and the universal affirmation of the dignity of the human person.
Economic crimes
He said that social inequalities resulting from phenomena linked to economic crimes, with emphasis on corruption, have made it impossible to materialize the ideals of the United Nations Charter.
“Human life is a good that will always be protected in any part of the world, whether in Asia or Africa, whether in Europe or America, the protection of the human person must deserve priority in judicial agendas,” he clarified.
He recalled that the world economy today is attacked by sophisticated criminal networks, through properly organized cross-border criminal sequences.
Economies, he pointed out, are crushed in a flash, because in just under five minutes, from anywhere in the world, organized groups can destabilize the economies of 4 or 5 countries simultaneously.
For these reasons, the judge called for more conferences of this kind and for the reformulation of the current United Nations system.
The conference, which began on Wednesday and ends on Tuesday, has as its motto “Uniting the world for children through enforceable global legislation and effective global governance”.
